This Notice shall satisfy two (2) separate but related procedural requirements for activities to be undertaken by Wyandotte Nation.
As authorized by the Indian Employment, Training, and Related Services Consolidated Act of 1992, and as amended by Public Law 115-93 and Public Law 106-586, and previously approved plans, the Wyandotte Nation has been integrating authorized programs.
The combined and coordinated education services, and employment and training assistance for adults and youth have included the integration of the Job Placement and Training, Johnson O’Malley, Child Care Development Fund, Workforce Innovation and Opportunity Act, Tribal Scholarships, Tribal Adult Education, and Community Services Block Grant funding into one ‘477’ Plan.
The Wyandotte Nation is providing this notice to the public of intentions to continue integrating programs in accordance with applicable law(s).
The integration of employment, training, and related services enables the ‘477’ Program to improve the effectiveness and efficiency to the clients we serve, in a self-determined, self-governed and culturally appropriate manner while reducing joblessness within the service area. Clients may benefit in many ways from wrap around services through the combining of these programs with staff identifying needs and providing support, either through a specific program or by direct referral.
The collaboration with other programs potentially enhances the services received and assists in reducing administrative procedures while increasing program efficiency.
Additionally, the Child Care and Development Fund provides financial support to better the dual purposes of promoting children’s healthy development and school success along with championing parents who are working or are in training or other education programs. This assistance includes providing educational information to help parents make informed choices regarding child care services and promotes involvement by parents and family members in the development of their children in child care settings. Furthermore, the support allows for the delivery of high-quality, coordinated early childhood care and education services to maximize parents’ options. Additionally, program funds allow for the reinforcement of parents who are trying to achieve independence from public assistance; improving the quality of child care services and programs by implementing health, safety, licensing, training and oversight standards; improving child care and development of participating children; and increasing the number and percentage of low-income children in high-quality child care settings.
Community Service Block Grants provide federal funds to states, territories, and tribes for distribution to local agencies to support a wide range of community-based activities to reduce poverty. These include activities to help families and individuals achieve self-sufficiency, find and retain meaningful employment, attain an adequate education, make better use of available income, obtain adequate housing, and achieve greater participation in community affairs.
The Wyandotte Nation intends to continue integrating Child Care and Development and Community Service Block Grant Funds into its ‘477’ Program. The overall mission and responsibilities of the Wyandotte Nation and its Community Service Block Grant program is to improve the quality of life for all tribal citizens with goals including, but not limited to, integrating employment, training, and related services in order to improve the effectiveness of those services; increasing self-sufficiency by addressing and reducing the dependency on public assistance programs and reducing the effects of poverty; developing and enhancing employment opportunities; and facilitating economic development and job creation through support of tribal businesses, investments, employment opportunities, economic development, and other community-building activities.
In fulfilling the Public Hearing requirements as stated in the Community Services Block Grant Act, information regarding the grant program project shall be posted in order for the community to have the opportunity to submit comments.
