CONSTITUTION

Constitution of the Wyandotte Tribe of Oklahoma

September 29, 1999

PREAMBLE

We, the People of the Wyandotte Tribe of Oklahoma, pursuant to our inherent sovereignty, in order to form a more efficient and effective government, establish justice, insure domestic tranquility, secure our rights, promote the general welfare, provide for continued tribal existence and fundamental governing principals, sustain our culture, and secure the natural and self-evident right to govern ourselves, to perform essential governmental functions, as defined in Article 3, do ordain and establish this Constitution for the Wyandotte Tribe of Oklahoma. This constitution shall supersede all previously adopted constitutions including the Constitution of the Wyandotte Tribe of Oklahoma, approved by the Assistant Secretary of the Interior on July 17, 1937, and ratified by our voters on July 24, 1937, pursuant to the Oklahoma Indian Welfare Act of June 26,1936 (49 Stat. 1967), as reconfirmed by the Act of May 15, 1978 (92 Stat. 246), and the Constitution approved by the Deputy Assistant Secretary on May 30, 1985.

CORPORATE CHARTER

Corporate Charter of the Wyandotte Tribe of Oklahoma

Whereas the Wyandotte Tribe of Oklahoma constitutes a recognized Tribe of Indians residing in Oklahoma, organized under a constitution and by-laws approved by the Secretary of the Interior on July 17, 1937, and ratified by the Indians of the said Tribe on July 24, 1937 pursuant to section 3 of the Oklahoma Indian Welfare Act of June 26, 1936 (49 Stat. 1967); and

Whereas, the said Tribe, by resolution of the Wyandotte Business Committee duly authorized, has requested that a charter of incorporation be issued to the said Tribe, subject to ratification by a vote of the members of the Tribe;

Now, therefore, I, Oscar L. Chapman, Assistant Secretary of the Interior, by virtue of the authority conferred upon me by the said act of June 26, 1936, do hereby issue this charter of incorporation to the Wyandotte Tribe of Oklahoma, to be effective from and after such time as it may be ratified by a majority vote of the adult members of the Wyandotte Tribe voting: Provided, however, That such election shall be void unless the total vote cast be at least 30 per centum of those entitled to vote.

ELECTION

Election Ordinance of the Wyandotte Nation

This Election Ordinance is authorized by the Constitution of the Wyandotte Nation ratified September 29, 1999, pursuant to Article 9.

The purpose of the Election Ordinance is to establish guidelines, rules and an orderly procedure to conduct the election of officers of the Wyandotte Nation in accordance with Article 9, of the Constitution of the Wyandotte Nation.

ENROLLMENT

Tribal Enrollment Ordinance of the Wyandotte Nation

WHEREAS, the Wyandotte Nation is a federally recognized Tribe, possessing inherent sovereign powers of Government; and

WHEREAS, those sovereign powers are exercised by a duly elected Board of Directors, deriving its governing powers from the Tribal Constitution and the Nation’s Council; and

WHEREAS, it is an authority and right of a Tribe to establish its own enrollment criteria and procedures; and

WHEREAS, the Board of Directors is desirous of establishing a Tribal Enrollment Ordinance, setting forth the criteria, policy and procedures for enrollment in the Wyandotte Nation.

THEREFORE BE IT RESOLVED that the Board of Directors of the Wyandotte Nation hereby adopts this Enrollment Ordinance.

ETHICS ACT

Ethics Act of the Wyandotte Nation

WHEREAS, The Wyandotte Nation is a federally recognized tribe of American Indians organized consistent with the Oklahoma Indian Welfare Act (Act of June 26, 1936, 49 State. 1967); and

WHEREAS, The Wyandotte Nation has an organized self government, sovereign powers inherent in tribal traditions and recognized by treaties with the United States and in the United States Constitution; and

WHEREAS, The Wyandotte Nation provides that the Board of Directors is empowered to enact legislation, transact business, and otherwise speak on behalf of the Wyandotte Nation of Oklahoma in all matters on which the Tribe is empowered to act now or in the future; and

WHEREAS, It is the policy of the Wyandotte Nation to recognize that employees, officials, appointees and agents are in positions of trust on behalf of the Nation and must endeavor to exercise the highest qualities of conduct and integrity and confidence on behalf of the Nation and its citizenry.

THEREFORE, BE IT RESOLVED that the Board of Directors of the Wyandotte Nation hereby enacts the Wyandotte Nation Code of Ethics.

Board of Directors

Billy Friend
CHIEF

Billy Friend began working for the Wyandotte Nation in 1998 as fitness center manager. Since that time, he was promoted to human resource director, director of health services, casino manager, and Chief of Staff.

In 2006, he was elected to the position of Second Chief.  In this role, he served under Chief Leaford Bearskin, whom he considered his mentor and friend.  In 2011, Chief Bearskin stepped down and Friend began his first term.  Chief Friend was elected in 2013.

In his first term, Chief Friend established goals of economic development and self-sufficiency for the Wyandotte Nation and its people.

Under Chief Friend’s leadership, the Wyandotte Nation economically has grown to over 800 employees, with gross revenues of tribal enterprises producing over $100 million dollars, which helps fund and subsidize all of the tribal social service programs.

Norman Hildebrand, Jr.
SECOND CHIEF

Second Chief Norman Hildebrand, Jr. was born in Miami, Okla., in 1951 where he lived some of the best years of his life. His Wyandotte heritage comes from his Grandmother Alice (Harris) Hildebrand’s side of the family.

Hildebrand graduated from Miami High School in 1969, went to NEO A&M College and graduated from there in 1973 with an Associate of Arts degree in business.

Hildebrand spent 12 years on the Wyandotte Nation Grievance Committee, then in 2004, a position on the Board of Directors became vacant.

“Chief Bearskin asked me if I would be interested in a seat on the Board, so I said yes (it was hard to say no to Chief Bearskin),” Hildebrand said. “Then in 2010 Chief called me into his office and told me he was wanting to retire and asked if I would be interested in becoming the next Second Chief. I gave it some thought and said yes. In 2011 Chief Bearskin announced his retirement plans and on June 1, 2011, I became Second Chief.”

On September 9, 2023, the Wyandotte Nation shall hold its Annual Meeting at the Bearskin Fitness Center Gymnasium near Wyandotte, Oklahoma. Registration will begin at 9:00 a.m. and the Annual Meeting will start at 10:00 a.m. Please note that citizens will be required to present a photo ID and Tribal Membership/Citizenship Card. If the Tribal Card has a photo on it, this will satisfy both of these requirements.

The Election Committee of the Wyandotte Nation has determined that there are no contested posts for elective office within the government of the Wyandotte Nation for 2023. Therefore, it is not necessary to hold an election at the tribe’s annual meeting on Saturday, September 9, 2023, per the Wyandotte Nation Constitution.
