This Notice shall satisfy two (2) separate but related procedural requirements for activities to be undertaken by Wyandotte Nation.

Wyandotte Nation is integrating the following programs as authorized by the Indian Employment, Training, and Related Services Consolidation Act of 1992 as amended by P.L. 115-93 and P.L. 106- 586 with no set date of termination. Under PL 102-477, Wyandotte Nation has combined and coordinated educational services, and employment and training assistance for adults and youth by integrating the Job Placement and Training, Johnson O’Malley (JOM), Child Care Development Fund (CCDF), Workforce Innovation and Opportunity Act (WIOA), Tribal Scholarships, Tribal Adult Education, and Community Services Block Grant (CSBG) into one Plan. Integration of employment, training, and related services enables the ‘477’ Program to improve the effectiveness and efficiency of the clients we serve, in a self-determined, self-governed and culturally appropriate manner while reducing joblessness within the communities we serve. Clients may benefit in many ways through the combining of these services. Program staff can identify needs and provide the resources needed through the program or by direct referral. The ability to provide these wrap around services, as well as collaboration with other programs help reduce the amount of paperwork and duplication of services that would otherwise occur.

CCDF provides federal funds to better balance the dual purposes of promoting children’s healthy development and school success and to support parents who are working or in training or education. This includes education information to help parents make informed choices about child care services and to promote involvement by parents and family members in the development of their children in child care settings; deliver high-quality, coordinated early childhood care and education services to maximize parents’ options and support parents trying to achieve independence from public assistance; improve the overall quality of child care services and programs by implementing the health, safety, licensing, training, and oversight standards; improve child care and development of participating children; and increase the number and percentage of low-income children in high-quality child care settings.

CSBG provides federal funds to states, territories, and tribes for distribution to local agencies to support a wide range of community-based activities to reduce poverty. These include activities to help families and individuals achieve self-sufficiency, find and retain meaningful employment, attain an adequate education, make better use of available income, obtain adequate housing, and achieve greater participation in community affairs.
Wyandotte Nation is preparing to integrate CCDF and CSBG funds into its Workforce and Social Services Program. The overall mission and responsibilities of Wyandotte Nation and its CSBG program is to improve the quality of life for all tribal citizens. CSBG-specific goals and objectives for the proposed CSBG funding within the Tribe include, but are not limited to, integrating employment, training, and related services in order to improve the effectiveness of those services; increasing self-sufficiency by addressing and reducing the dependency on public assistance programs and reducing the effects of poverty; developing and enhancing employment opportunities; and facilitating economic development and job creation through support of tribal businesses, investments, employment opportunities, economic development, and other community-building activities.

In fulfilling the Public Hearing requirements as stated in Section 676(e)(2) of the CSBG Act, information regarding the grant program project shall be posted in order for the community to have the opportunity to submit comments.

All comments received by May 18, 2022 will be considered by the Wyandotte Nation Workforce and Social Services Program prior to submission of the P.L. 102-477 Plan.
